USS Liberty, a 7725-ton Belmont class technical research ship, was built in 1945 as the civilian cargo ship Simmons Victory. She operated in commercial trade until 1958, when she was laid up in the National Defense Reserve Fleet. Simmons Victory was acquired by the Navy in February 1963 for conversion.
